Significant amendments to the migration law will no longer allow employers to register their foreign employees at the address of the employer’s office, which has been standard practice. As of 8 July 2018, all foreigners should be registered with the Federal Migration Service by their landlords using their actual residential address in Russia. Foreigners are not permitted to register themselves and must instead be registered by a “host party,” now defined as “a person (company or individual) in whose premises such foreign national is to stay.” Additional amendments are expected to clarify the practicalities and to address concerns that landlords may be unwilling to take on registration obligations.
